Jewellery Workshops at Burton Green Village Hall

Hello, my name is Amanda, I run my own jewellery business called CharacterCrafts which I started in 2007, primarily selling my handmade jewellery at local craft fairs and making custom designs for friends and family. 

My range of products has expanded dramatically since then.  A suggestion from my ice skating coach to create something skating related, resulted in me starting to work with air-dry clay, to create figure skating charms for jewellery and phone charms.  Further ideas and requests followed, and I now have a whole range of skating products, wedding gifts, and graduation gifts and lots more besides.

I’ve recently started running jewellery workshops at Burton Green Village Hall and Curiositea at The University of Warwick.  The first workshop at Burton Green took place on Tuesday 18th September where everyone made a matching necklace and pair of earrings in Black, Turquoise or Purple cats eye beads, like the one pictured here...


The next workshop will take place on Tuesday 13th November at 7pm till 8:30pm. The price which is £12 for Silver Plated or £18 for Sterling Silver.



We’ll be making a pair of Christmas earrings, (there’s a choice of Snowmen, crystal Christmas Trees, or crystal Christmas Canes) and everyone gets to design and make their own necklace, from a selection of different coloured beads.

Minutes of Residents’ Association Committee Meeting November 27th 2012

1. Apologies
   
Apologies had been received from Andy Gibbs, Terry Heyes, Judi Hibberd, Marlene Hills, Bron Putnam, Kathryn Stewart and Faith Ward.

It was established that the meeting was quorate. “Three members of the committee with at least two officers shall constitute a quorum.”

Minutes of the last meeting and Matters Arising:   
The minutes of the last meeting of September 11th 2012 were accepted.

Matters Arising:
Most Matters arising were to be covered by the agenda.

Open Gardens: This would be progressed by the Jubilee Group.

HS2: Via Jeremy Wright MP Rona had written to the new Secretary of State for the Environment, Patrick Mc Loughlin inviting him to Burton Green to meet residents.  He had replied and his response is attached to these minutes.

The BGRA committee had voted to remain within the Stoneleigh, Kenilworth & Burton Green Community Forum.


2. Presentation by Martyn Stacey, WDC

Martyn was unable to attend but would be invited to a future meeting.

3. Amendment to constitution

The committee had decided the BGRA constitution needed amending.  A copy had been requested for a recent grant application and it was decided it should be updated. A draft amended version is attached for consideration by the committee.

There were still vacancies on the committee and co-option of Hilary Cox and Chris Langton was suggested. Rona would approach these residents.

4. Update on and discussion of Residents’ Association initiatives and issues    

The Jubilee group’s Oddsocks performance was to take place on June 29 2013 at the rear of Arnold’s Farm in Cromwell Lane. Car parking was to be arranged in an adjacent field. Details provided by Mary regarding looking for insurance Suggested ticket prices were £18 for adults and £7 for under 16s.  All details regarding insurance and all other matters were being addressed by the Jubilee Group.

The status of the Jubilee group was queried and it was explained that this was a group with representation from BGRA, The Village Hall committee and different groups within the village. To avoid confusion, it was agreed that the Jubilee Group should be a sub group of the BGRA and this would be suggested to the Jubilee Group.

Christmas Tree and Carols. It was suggested that a carol singing session should be held and a Christmas tree erected. A query was raised about insurance in case of accident. Mary agreed to follow up all these issues and to source a tree

Post meeting note: After the meeting it was decided the tree should be located on the green outside the almshouses.  The clerk of the Berkswell Trust had been contacted and he would be in touch with the residents of the almshouses.  We will be utilising solar lights so no electrics would be involved.  The carol singing would take place on the evening of December 19thand all would be welcome.

There was general agreement that this would be a very nice occasion.  It was suggested it could conclude with mulled wine and mince pies in the village hall. Rona and Mary agreed to arrange this.

A date was yet to be fixed and this would be agreed with Judi who was to enlist the help of the choir. The date needed to be after December 16th by which time the next edition of the Bugle would have been issued and the event would have been publicised.

Breakfast for the over 65s in the village hall in 2013 was another idea put forward and it was agreed further detail would be needed and a discussion could take place at the next meeting.
                 
Welcome pack

      A welcome pack for new residents had been drafted several years ago but had not been issued with any regularity.  Mary and Rona agreed to update it and bring it to the next meeting.

Kenilworth bus

                 The problems with the Thursday bus service were raised again. This service was popular because of the Thursday market in Kenilworth but on several occasions the bus had been too full to accept passengers from Burton Green.  Cllr John Whitehouse had raised the matter with WDC and a second bus had been sent on one occasion.  What was really needed was a 20 seater bus with wheelchair access.  This matter was still being discussed. One resident travels each Thursday and monitors the situation.

Defibrillator

Mary had been attracting funds for a defibrillator to be placed on the Village Hall.  She was pleased to report that Peugeot had just awarded £999 for the project. This meant that with funds from other grants the project had more than enough for one defibrillator.

Speed watch

                 Training was to take place for 6 volunteers on the Thursday before Christmas. Grant money was now available for high visibility vests and other equipment. Terry would be taking over running the Speed watch scheme in Burton Green after Christmas. 

Bugle

    The next edition of the Bugle would be printed on December 10th. Currently, there were fewer advertisements and other local businesses were suggested for an approach.

Le Van

    The owner of the site was pressing for 20 mobile homes and said planning permission for this had been granted in the 1960s.on site. He was basing a case on a decision reached by a judge in another area.  The Parish Council was involved in this and was confident this could be opposed as this was a change of use. Rona said residents were not happy with the prospect of a large caravan site and these views had been passed on to the Parish Council. Rona had also written to David Edmund, planning officer WDC, expressing residents’concerns.

Severn Trent

There had been a serious sewage leak in a garden in Cromwell Lane. Mary had written to Severn Trent asking for a site meeting and affected residents sharing the same branch of the sewage system would be kept informed.

Burton Green Website

The Parish Council was to have its own website and the Village Hall also had one.  It was felt all these needed to be signposted from an overarching website of the BGRA.  Janet agreed to investigate this.
                        Action: Janet5. Parish Plan Update:

A small group had been formed to discuss this but more members were welcome.

The next meeting was to be held on January 8th 2013 and Madelaine from Offchurch would share her experiences of producing a Parish Plan. A draft questionnaire was to be produced to find out what residents wanted and it would be important to obtain a good response to this.


6. Village Hall

Kathryn was unable to attend.  Rona and Archie had been at the Village Hall AGM and were pleased to note how well things were going.  More bookings had been taken recently.

Mary said half of the proceeds from the Oddsocks performance in June would go to the Village Hall.

                               
7. HS2

Archie said that bi-lateral meetings had been held with HS2 Ltd engineers where different tunnel options had been put forward including a deep bored tunnel. It had been a good meeting.

There was tremendous concern with the consultation proposals regarding property compensation. There were 66 properties affected within 120m of the proposed line and this was a large proportion of residents from such a small village. The school was also concerned regarding a threat to numbers on roll.

Further bilateral meetings were to be held in January with the next Community Forum meeting scheduled for February.

Archie reported that the DVDs of a Community in Crisis would also be delivered to MPs in January.



8. Councillors’ reports

It was felt it was necessary to clarify the situation that District and County Councillors were not expected to attend BGRA committee meetings as they were now often in attendance at Parish Council meetings.  However, they would still be sent the agendas for information only and would be most welcome at any meeting. Rona would send letters to this effect.

Parish Council:

Cllr Taylor reported that under boundary reorganisation, Burton Green was to remain in Kenilworth Abbey ward where it would be joined by representatives from the university.

The Parish Council was looking at the feasibility of a notice board in Red Lane.

Other matters had already been discussed.


9. Treasurer’s Report

Rona and Mary were in the process of receiving the financial details from Marlene. No changes had been made to the balances since the last report.

The community mosaics had been erected and a resident had suggested an explanatory plaque should go alongside.  Mary had investigated costs which were £35 for 100mm x 75mm plus p and p and vat. It was agreed that the company should send a visual graphic for circulation as this was deemed a good idea.

10. Any Other Business

House alarms: A resident had contacted the committee with concerns about house alarms going off.  It was agreed guidance from WDC should be included in the next edition of the Bugle.

Cycle reflectors: Free cycle reflectors had been made available by WDC and Mary had a small supply of these available.

Remembrance Sunday: A wreath had been laid by a plaque at Lee Gordon House in Cromwell Lane which commemorated the war dead from the area. The wreath had been funded by the Parish Council.

Tree planting: On December 1st tree planting was to take place at the new Diamond Wood which was at Cryfield Grange and part of the cycle route.  All were welcome.

Burton Green Village Choir: The newly formed choir would be making its first public performance as part of the Burton Green Carol Service at the Village Hall on December 23rd.

11. Date, time and venue of Next Meeting

The next committee meeting would take place on Monday January 14th at 7.30p.m. at the Village Hall.

Minutes of Residents' Association AGM 1st October 2012

Minutes of the Annual General Meeting of the Burton Green Residents’ Association held on October 1st 2012 at the Village Hall.

Rona welcomed everyone and, in particular Cllrs. Ann Blacklock, Michael Coker, John Whitehouse, Nick Hillard and PC Peter King.


Apologies

Apologies had been received from Cllr Ian de Worringham, Cllr Archie Taylor, Cllr George Illingworth, Cllr Vaughan Owen, Mike and Deirdre Vernon, Diane Swindells, Caryll Green and Liz Saxon.

Martyn Stacey of WDC sent his apologies: he had been scheduled to make a presentation about keeping our village tidy.


Minutes of the last meeting and Matters Arising 

The minutes of the last Annual General Meeting of October 3rd 2011 were accepted.

Rona queried whether in future it would be sufficient to circulate the previous AGM minutes via the Burton Green website and the village email system to save printing costs.  This was agreed. Anyone needing a hard copy should contact Rona.

Chair’s Report

A report had been circulated in advance via the Bugle so that time could be made available for questions.

The Chair, Rona Taylor, explained the focal points for 2012 had been:

  • Continued opposition to HS2 (this was to be covered later)
  • Creation of a separate Burton Green Parish Council
Now Burton Green had its own Parish Council following a petition organised by the Residents’ Association over a year ago. There had been some uncertainty about the role of the Residents’ Association and Rona outlined the different responsibilities.

Rona was keen to highlight Burton Green’s vibrant community and individuals’ community activities. She pointed out articles in the previous week’s edition of the Kenilworth Weekly News which detailed community involvement in Speedwatch scheme and the community defibrillator.
  • Parish Plan
Following a mandate from last year’s AGM, a Parish Plan was to be drawn up. This was to be explained by Kathryn Stewart later in the meeting.
  • Jubilee Celebrations
The celebrations organised by the Jubilee Committee had included something for everyone and the whole weekend had been deemed a success.
  • Communication
The Bugle was the main means of communication and Mary Webb would be taking this as an agenda item.

Public meetings regarding HS2 had also been held. Questionnaires had been collated concerning the perceived impact of HS2 on Burton Green. A Public Meeting had also been organised by the residents’ Association at which the Parish Plan had been launched.
  • The Association had also been active in taking up issues of concern (either to individuals or residents as a whole) with regard to transport, potholes, verges, water supply, speeding and security.  Terry Heyes had given a talk on the latter and demonstrated various equipment available
  • Cycle Forum
John Whitehouse had sought Burton Green representation on the newly established Cycle Forum. Nick and Sue Hogue of Cromwell Lane had joined the forum.  They were unable to attend the AGM but Nick had sent a report as follows:

“Our remit is to consider all matters relating to cycling that may benefit residents in the area.

- We have concluded 4 of 6 meetings and ultimately will putting forward our recommendations to the WDD for their consideration in December. Our final recommendations to them will be determined in November

- Topics discussed so far include:
         
a) Abbey Fields: possible cycle route through AF while protecting its multi-use nature.

b) Greenway: Cycling education (signage, bells, giving way); completion of the resurfacing.

c) Built Environment: dangerous junctions; contraflow cycling, off-road cycle paths repair; cycle parking in the town centre; identification of town cycling routes.

d) Shared Space: identification and guidelines for areas used by cyclists, pedestrians, disabled et al.

e) Education: formal training sessions; cycling safety issues (what is mandatory, recommended and other options ); maps and literature; consider input from Sustrans and other countries' approach to cycling issues.

NOTES:

1) The government has pledged to implement any innovative measures on cycle safety made by a cross party inquiry into cycling launched on the 20th Sept.

2) £15 million has been made available to councils to improve cyclist safety at road junctions. Councils may apply for a share but on a quid pro quo basis, i.e. government will only match each pound spent by a council up to their approved limit.”

Treasurer’s Report/Election of Independent Examiner

The Income & Expenditure Account and Balance Sheet are attached separately.

Marlene reported that BGRA had had a busy year. Subscriptions had been increased this year to £3 per house and Mary Webb and the collection team, who did sterling work, collected £713 to 31 August 2012. Thanks were extended to Mary and the team.

Mary Webb had redesigned the Bugle and had been able to sell £272 of advertising space to assist with production costs. In addition, the Parish Council donated £250 thus making the Bugle almost self financing.

The Parish Council had initially voted to give £250 to BGRA towards the Jubilee weekend but as funds were not necessary, Marlene had requested that this sum be earmarked towards fund raising for the defibrillator unit which, with the kind agreement of the Village Hall committee, would be located at the Village Hall. This sum, along with the Jubilee surplus and Parish Plan surplus, was held in the savings accounts specific to the causes for which these donations were made.

Marlene had been offered £885 of funds towards Burton Green’s Jubilee celebrations, which she gratefully accepted on our Community’s behalf.  These funds went towards the many activities organised over that weekend, including paying for public liability insurance for the public event held at the school (thanks to Lesley Tacon for organising this) 

Burton Green Jubilee events started with special funds raised from the “Live and Local Arts on the Doorstep.”Regarding the Jubilee weekend, the Residents’ Association and the Greenway Trust held a successful Art on the Greenway and thanks were expressed to David and Jill Lines and Diane Swindells.  A number of works of art were sold generating 10 per cent commission on the sales. The total of funds raised that day were split three ways between the Residents’ Association, Burton Green Village Hall and the Greenway Trust (Kenilworth to Berkswell).  Each of those good causes received £98.93 and letters of thanks had been received. Thanks were due to the Stanworths for allowing the jubilee beacon on their land to conclude the weekend’s celebrations.

The Residents’ Association held a remaining sum of £278.24 from the special Jubilee donation funds received. This was held specifically for the Residents’ Association’s next major Parish event.

The joint Parish Councils - before Burton Green Parish Council became independent - had awarded £200 towards the Burton Green Parish Plan survey. A small portion of this had been spent leaving a remainder of £157.75 to be allocated in due course specifically towards the Parish Plan. 

Total income for the year including the above was £3,429.12 and expenditure was £3,415.34. Expenditure included costs incurred towards the Parish Plan £155.25, AGM expenditure and room hire to the Village Hall and the printing of the Bugle.
 A donation of £250 was voted by the BGRA towards Deirdre Vernon’s successful  “Made in Burton Green” exhibition for specific purchase of item/items which were not be to be sold for profit purposes and with the knowledge that the residue from this donation would be earmarked towards the 2014 exhibition.

The sum of £350 held for Greenway Trust had now been paid across.
Marlene reminded everyone that most money was either thanks to donations or subscriptions and as such were classed as public monies.

BGRA’s  current account assets were £695.04 less creditors of £364.19. However, one of these creditors, WEAVE, who presented an invoice of £300.00 for Jubilee supplies, would now have this invoice paid by Live and Local Arts on the Doorstep and so this sum would not now be paid by the Residents’ Association. 

There remained £685.99 especially in the deposit account for funding given for an exact purpose. The total left in the deposit account after this was £814.18.
The accounts presented (attached) had been independently inspected by Peter Tacon who was thanked for his work.

Thanks were given to Marlene as she was now stepping down from the role of treasurer.

Election of Committee members

Janet Hickinbottom, as Joint Secretary, conducted this agenda item.

The constitution required that the officers and three committee members should stand down.  Rona Taylor, Mary Webb, Marlene Hills, Janet Hickinbottom and Judi Hibberd, were re-elected.

Marlene Hills stood down as Treasurer.  Terry Heyes had agreed to stand.  He would be free to take up this position at the end of December until which time Rona and Mary would manage the finances.

John Levett was standing down after 15 years’ service on the BGRA committee.  He was thanked for his outstanding service to the community which would continue in other roles, such as Neighbourhood Watch.


Parish Plan

Kathryn Stewart explained the Parish Plan was an idea representing a shared vision. It was to be an aspirational plan owned and written by the community.  It would centre on a questionnaire. Residents would be asked to respond about such matters as what they valued; what needed changing/retaining; what they wished to see in the next 10 years. Community feedback would be vital.

A public meeting had already offered a wealth of ideas. A steering group had been formed but more volunteers would be very welcome. The challenge was to create a short but comprehensive questionnaire.

The questionnaire would cover issues of transport; environment; business and retail; activities and leisure; school and youth; crime; services; information and communities.

It would be important to obtain a response rate of over 70% so assistance would be needed in collecting in questionnaires.


HS2 Overview and Update

Andy Gibbs explained that two themes were underway:
Stopping HS2.  This involved getting information out into the wider world via press articles and by influencing politicians.  Much of this work was not visible but there was plenty going on. Judicial reviews of the process were underway with hearings in December and reports at the start of January 2013.  All matters such as the consultation on compensation and announcement of the Y route were being deferred until after the judicial reviews. The ongoing matter of Heathrow and the decision on the third runway would impact on HS2 and the ultimate chosen route.

If the line went ahead, it would be necessary to obtain the best solution for Burton Green and work on this was underway especially regarding a bored tunnel. One bi-lateral meeting had been held with HS2 Ltd and a second was scheduled for the end of November. It had been agreed such a tunnel was technically possible but it had to be evaluated against other possibilities and other actions along the proposed route. A further forum meeting was to be held in November. It had been stated that there was no longer a design freeze but Andy was sceptical that many changes would be made after that time. He explained the process of applying for a judicial review if the tunnel idea was rejected to challenge the fairness of the application of the criteria.  There would be only two months available to do this and the estimated cost was £20k.

In the short term, fund raising activities were continuing and an HS2 Information Day was to be held at Kenilworth School on October 20th. Andy thanked everyone who had contributed in any way to supporting the opposition to HS2.

The next Action Group meeting was scheduled for October 15th.

Rona thanked Andy and the action group. The Residents’ Association wrote in January to Justine Greening inviting her to Burton Green and only after the letter was re-submitted in March was a reply received in May. A second letter had been sent in July raising concern about the lack of bi-lateral talks. A reply was a reply received explaining bi-lateral talks had been set up and reassuring us that they would continue until the hybrid bill was presented to parliament.. On behalf of residents Rona had again written to the new Secretary of State inviting him to the village and a response was awaited.


Village Hall          
                
Kathryn said it had been a great year for users and hirers: although there had been a drop in the overall number of user groups, there remained 29 regular user groups. In a report to HS2 Ltd, the committee had been able to say that 14346 people had used the hall over the previous year. The Village Hall website had received over 10000 hits. The hall had recently celebrated its 30th birthday in its current premises.

Kathryn was pleased that the hall received so much community use with 29% of booking being from the locality and 53% of users being from the village. An increase in community related bookings and shared events had resulted in a drop in income and running costs had also increased significantly.

HS2 Ltd wanted to know why users chose the hall and so a survey was to be carried out.

Rona thanked the village hall committee who played vital part in the community.


Police Matters/Neighbourhood Watch

PC King reported that all crime was down in Kenilworth, including Burton Green. Burglary and vehicle crime was down significantly.

He publicised Foodie Fortnight in Kenilworth from September 30th to October 13th as a local celebration of food.
Nov 3rd: Rotary Club fireworks.
Nov 11th:  Remembrance Sunday.
Residents were reminded of the 101 non emergency number 24 hours a day.

PC King had joined the Board of Governors of Burton Green School. He thanked Andy Jones for offering to sell crime prevention materials in his shop, Town & Country Furniture Ltd.

PC King referred to the community alert system which had broadcast information regarding suspicious incidents around the county of the “Nottingham door knockers” who were ex offenders.  He reminded residents that door to door salesmen should have a pedlars' certificate. Some door knockers were linked to distraction burglaries. People should report any suspicions on 101 number unless they felt in immediate danger in which case they should dial 999. It was worth getting on the community alert system relating to burglary, house burglary and vehicle crime locally.

He reported that a small team of 5 “Specials” had helped boost the man hours of the local force.

Residents should remain vigilant. Scrap metal dealers remained a problem but there was to be a force initiative soon.

John Levett thanked Peter and his team for their attention to Burton Green.  The police were reliant on the eyes of residents for what was going on.

Community alerts were forwarded by John via the village email system. A newsletter produced in Kenilworth about Neighbourhood Watch matters was also circulated.

A trading standards lecture had been arranged and residents had been warned to be very wary when using Internet shopping and banking.


County Councillors’ Report

Cllr. John Whitehouse WCC said the Council was coming to the end of its four year term and things were beginning to wind up.  A large savings programme had been undertaken and the council was now awaiting its December financial settlement, which was not expected to be good.

It was likely that a decision would be taken to turn off most lights in Warwickshire for part of the night time to save money and energy. The creation of clear skies as a result was to be welcomed by many. Burton Green lights were to remain on during the night.

The Council was working as part of 51m group to stop HS2 but still trying to liaise with HS2 Ltd.  The County Council had made an official complaint about the way HS2 Ltd was handling matters at the fora.

The Monday and Thursday bus services through Burton Green had been greatly welcomed but problems had occurred recently because of the Thursday bus being full by the time it reached the village.  It was planned that a larger bus or a second bus was to be provided. Cllr. Whitehouse would welcome feedback.

The footway in Red Lane had been cleared by community offenders. Peter Hallam said he had received good feedback from residents.

He was pleased that funding had been made available for the Community Speedwatch initiative in Burton Green and speed surveys would be carried out on all approach roads.  Cllr. Whitehouse hoped these would show a reduction in speeds since the last survey. It was excellent that so many residents had offered to support the initiative.

The route of the Greenway to the university was soon to be officially opened.  Stoning of the surface from Berkswell back towards Burton Green was underway and it was planned to add a hard surface from Coventry Road to Cromwell Lane. Volunteers and rangers had started work on clearing the footpath from the bend in Red Lane to the Greenway.

The Community Forum had money still available and the next round of applications was open till October 25th.

Kenilworth Centre AT Abbey End was now an independent charity. Radio Abbey broadband radio station was soon to be relaunched as a community radio station and would be accessed via www.kenilworthcentre.com


District Councillors’ Report

Ann Blacklock WDC declared it a pleasure to work with Burton Green residents who were always so positive. She referred to savings that were being made at the council and the fact there were still more to be made.

Cllr. Blacklock’s particular roles were with planning and young people. She had helped in the setting up of the Greenway Trust.

Any problems regarding waste collection and street cleaning would be dealt with by Martyn Stacey who could be contacted via contactus@warwickdc.gov.uk   

WDC was considering a mass of responses to formulate the draft Local Plan and this would then go out for consultation. The final plan would go government for inspection and if approved would be adopted in 2014.

Next year’s challenges included the reduction of the allocation of council tax benefit and this would put pressure on to local authorities.   

Waste management contracts had been reviewed. Sita was to continue waste collections. Other companies were to do street cleansing and grounds maintenance.

Cllr. Michael Coker, WDC reiterated the importance of getting the Local Plan right and that much hard work was involved. The waste contracts had been reviewed to save £600.000 per year and he did not envisage that the lower expenditure would result in a decline in services.

Car parking charges were to be frozen again in a bid to encourage more people to use the car parks.

Cllr. Coker was also a parish councillor in Kenilworth and he distributed brochures about Foodie Fortnight.

As independent chair of the HS2 Forum for Burton Green, Stoneleigh and Kenilworth, he had asked twice if residents wished to split the forum and have a separate one for Burton Green.  This had been declined but he continued to receive requests to split and so was circulating a letter to all groups involved to obtain their views.


Parish Councillors’ Reports

Ian Cox, Vice Chairman of the Parish Council explained that Archie Taylor, Chairman, was unable to be present because of another commitment.  He said that the new council was still bedding in but that a permanent clerk had been appointed and a website was being constructed. They had submitted a response to the Local Plan.


Bugle/Residents’ Subscriptions

Mary Webb explained that four editions of the Bugle were produced each year with Bugle Bulletins issued if any urgent matters arose. Thanks were extended to those who advertised in the Bugle, helping to support publication costs. Mention was made of residents who had achieved the ages of 90 and 100.

Mary said as editor she was always looking for articles of interest, old photos etc.

She explained the process of collecting the subscriptions and was happy to receive any outstanding contributions.

She had been pleased to be granted money from the Community Forum towards the defibrillator equipment.

Mary was thanked for her hard work.


Village School

Faith Ward, a resident and member of the school’s governing body, presented the head teacher’s apologies.  She outlined some of the school’s recent activities and encouraged residents to look for information on the school’s website www.burtongreenschool.org.uk

A clothing bank was to be placed in the school playground and money raised would be donated to the school.


Greenway Trust

Nick Hillard, chairman of the Greenway Trust explained the development of the Connect2 project.  The Trust was now promoting the Greenway to all users including walkers, horse riders and cyclists.
All steering group members were present at the AGM.
An educational programme had taken place on the Greenway and photos were on display. Trees from the Woodland Trust had been planted, Burton Green had organized a scarecrow trail and a bat walk had been held.  A further fundraising evening was to take place at the Marsala Club on October 15th. All were welcome.

The Trust was trying to collate diaries of all who were using and promoting the Greenway.

Dog waste remained a problem and it was not viable to place dog waste bins along the Greenway.


Any Other Business and Date of Next Annual General Meeting

The community mosaic was to be officially “launched “on Saturday October 13th at 3p.m. with children from the school. This would be followed by afternoon tea in the Village Hall.

Residents were urged to join in activities and that they could contribute at any time without joining the committee.

Marlene mentioned her history and archaeology group. She had applied for funding to carry out a community event with “geophys” centring on 13th archaeology in the village. It was hoped to involve residents in drawing, photography and writing up. Anyone interested should get in touch with Marlene.

Thanks were extended to the residents who had attended.  The next Annual General Meeting would be held on Monday October 7th 2013 at the Village Hall.

Minutes of Burton Green Residents’ Association Committee Meeting
September 11th 2012

Rona welcomed everyone and thanked Judi for hosting the meeting.

1. Apologies
 
Apologies had been received from Andy Gibbs, Marlene Hills, Cllr Archie Taylor and Faith Ward.

Minutes of the last meeting and Matters Arising:   
The minutes of the last meeting of June 19th 2012 were accepted.

Matters Arising

Most Matters arising were to be covered by the agenda.

Parish Clerk: The new Parish Clerk, Mrs Louise Baudet, had been appointed.

The relationship between the new Parish Council and the Residents’ Association

Rona reported that Cllr Taylor would be attending the meetings to provide this necessary two-way liaison but on that evening he was ill.

As agreed, Rona had issued the Chair’s Report with the Bugle so that this item would not take too long to report at the AGM.

Planning Issues

Although it had been hoped to distribute copies of WCC Local Plan to residents, there had been insufficient copies available for this purpose.

Any Other Business

The possibility of an Open Gardens weekend in 2013 was still to be discussed.

It was reported that Mrs Joanna Illingworth had offered a rose bowl to the village and suggestions were sought for its use as an award.

Committee minutes were now being sent to John Webb for inclusion on the Burton Green website.

2. Parish Plan Update

Kathryn had chaired the steering group and a first meeting had been held where the outcomes of the June village meeting were considered.  Some excellent ideas had been proposed. Two Parish Plans had been considered as models and themes had been selected. These were divided between members of the group and questions were being created around each theme to form the basis of the all important questionnaire. The aim was then to gain feedback. People in the village with areas of expertise would also be consulted. It was important to remember that this was not a Residents’ Association initiative but one for the whole community. The Bugle and John Webb's website would be used to publicise it.

3. Village Hall

Kathryn reported that all was well with the Village Hall. On the previous weekend the Hall committee had celebrated its 30th anniversary with former committee members.  Also, the Produce Show was a success although less produce was displayed because of a poor growing year. Two new people had volunteered to join the Village Hall committee.

Thanks were extended to all who deliver the Bugle. Personal contact made while collecting voluntary subscriptions was considered important.

4. HS2

Since the meeting in June matters of mitigation had been dominant and the proposal of a deep bored tunnel had been presented. Jeremy Wright MP and Caroline Spelman MP were both supportive of this work.

Rona had sent a letter via Jeremy Wright MP to Justine Greening whilst she had been Transport Minister and a reply had been received.  This said ongoing talks could be held until the hybrid bill as the “design freeze” would no longer take place in November.

Solihull council was now on board and had met with engineers to look at a tunnel proposal. Their tunnel proposal would move the line significantly away from the Greenway.

At the recent HS2 Ltd Community Forum, poor feedback from HS2 Ltd had continued.   Matters of an electricity station in Hodgett’s Lane and construction sites in the area were raised for the first time. Temporary roads, for example one initially suggested from Cromwell Lane to Hodgett’s Lane, had disappeared from maps but without any understanding of whether they were still planned.

The Action Group had employed an expert who had attended the bilateral talks and he had suggested the plan for a bored tunnel was viable. John Levett explained the route of the proposed tunnel would start near Crackley on Warwick University land and appears beyond Blooms Garden Centre in Balsall Common.

Rona wondered if the Forum was too big and if a Burton Green Forum was necessary but it was explained that the Forum itself had chosen to remain the same.

HS2 Ltd had said at the Forum meeting that they would reinstate the Greenway after construction.

WCC was collating all documentation for Warwickshire including submissions.
There was now a new Secretary of State for Transport (Patrick McLoughlin) and the new Minister of State was Simon Burns. Jeremy Wright was now Parliamentary Under Secretary of State for Justice.

5. Bugle

Mary reported that £93 had been collected from advertising in the recent issue of the Bugle.

There was much discussion about whether “What’s On?” items that included commercial operations should be charged for inclusion. There were strong feelings expressed on each side of the argument and a vote was carried by a majority that those involved should be asked for a small donation.

Questions were asked about funding the Bugle.  BGRA received a grant from the Parish Council plus income from advertisements.  Mary explained that it was necessary to offset costs without making a profit.  It was hoped that future planning would mean fewer bulletins would be necessary in between actual editions of the Bugle.

It was agreed that the current format should be retained and Mary was commended for her sterling work in producing this vital communication tool.

6. AGM

The agenda had been drawn up and was discussed and it was noted that an item on the Village Hall had been inadvertently omitted.

As reported already, the chairman’s report had been issued in advance.  It was hoped to explain more clearly the distinction between the roles of the Residents’ Association and the Parish Council.

Marlene would ensure the accounts were presented to Peter Tacon in plenty of time for independent inspection prior to the AGM

The constitution said that all post holders plus three committee members had to stand down but could be re-elected. The office holders, Bron Putnam and John Nisbet would do this but John Levett wished to stand down without re-election.  He would be greatly missed after so many years of service on the committee. There would be two spaces to fill on the committee.

Marlene wished to stand down as Treasurer at the AGM. Terry Hayes had volunteered to take on the role if elected, after his retirement in December. His committee membership would be proposed at the AGM. The committee approved a proposal that Rona and Mary should “bridge the gap” from October to December.

It was agreed that the village email system would be used to ask for others interested in joining the committee.

Mary and Rona would deal with the refreshments and John Levett agreed to set up the IT requirements.

Rona reported that Martin Stacey of WDC with responsibility for the environment and Nick Hillard Chair of the Greenway Trust had been invited to speak.

Judi would arrange hire of the hall for 2013 AGM.

7. Speedwatch

There were now eight people on the Speedwatch team and training was to be held in October. The equipment was to be kept in Burton Green.  High visibility vests were being applied for via Kenilworth Community Forum.

8. Cycle Forum

Nick Hogue from Cromwell Lane had joined the forum in Kenilworth about cycling in the area and had attended a series of meetings. Recommendations were to be made to the Council in December. The 15 people on the group were looking at such matters as etiquette on the Greenway; a cycle track in Abbey Fields etc.  There was potential for a match funded grant from government if any ‘blackspots’ were identified.

9. Defibrillator

Mary had requested funds from a Coventry charity and £500 for a box and fittings from the Kenilworth Community Forum.

10. Parish Council Report

Rona had received a report. As already mentioned, a Parish Clerk had been appointed from Coleshill as a result of which the meetings had needed to change to Mondays when she was available.
The Parish Council:
Had responded on the Local Plan and accepted category 2 status.
Expressed strong support for a peri park.
Was anxious to establish close links with other local organisations within the village.
Was developing a web presence
Was supporting a demand for faster broadband
Was planning to provide a notice board in Red Lane
Was planning to take over management of the play area in Red Lane

11. Treasurer

Marlene had submitted a report as follows:

Post meeting notes

Rona reported “We ordered a cake from the BG community for Ernie, featured in Bugle, who is 100 today. (Cost - £12). It was inscribed with “To Ernie, happy 100 birthday from Burton Green". We delivered it this morning and he was absolutely delighted.”

Marlene said: “We had received a lovely thank you note from Peter Tacon at BGVH thanking the Residents’ Association for their kind donation following the Fund Raising on Jubilee Sunday which the Residents’ Association did. The Greenway Trust has also sent a thank you for the kind donation. Both organisations helped on the Sunday.

I would also like to thank Mary Webb for organising the subscription collection and for doing so many patches. I would also like to thank the collection team for their work in collecting the subscriptions this year. The envelopes posted through the letterbox has been very helpful and made things a lot easier. Without the collection of these subscriptions, the Residents’ Association cash flow would be significantly impaired
”.

12.  Any Other Business

Transport: Rona said there had been some problems with a Thursday bus being oversubscribed. It was also noted that the bus did not accommodate wheelchairs and Cllr Whitehouse would be pursuing this issue with the Local Authority.

Constitution: It was agreed that at the next meeting the Residents’ Association constitution should be re-visited with a view to updating it.
                                Action: All

Water: A water leak in Cromwell Lane had now been repaired.

Welcome pack: It was agreed to re-visit and review this at the next meeting.
                                Action: Rona and Judi

Footpaths: Concern had been expressed regarding footpaths in the village and a voluntary survey was being undertaken.

Roads: Potholes were regularly reported and one in Crackley Lane was currently of concern.

Bugle: Publication dates for 2012/13 would be decided and circulated to the committee.
                                Action: Mary

Subscriptions: It was decided not to pursue any outstanding contributions as these were intended to be voluntary.  Thanks were again expressed to all those involved in their collection.

Security: It was noted that a range of security equipment was now available to view and purchase at Town & Country Furniture in Kenilworth, thanks to Burton Green resident Andy Jones.  John Levett would mention this at the AGM.

Communication: It was agreed that when any events were arranged concerning the Residents’ Association then all committee members would be informed in advance.

HS2: It was agreed that the new Transport Minister should be asked to visit the Village and Rona agreed to write to him.

Burton Green Produce Show 2012

Village Hall 30th Anniversary

On Saturday, September 8th 2012, the Village Hall celebrated its 30th Anniversary.


A number of people who had a significant role in the construction and early life of the hall, took part in a small reunion.

The occasion was attended by Mary Morss (seated far right), who was originally responsible for the construction of the hall, and who recently celebrated her 90th Birthday.

Made in Burton Green Exhibition and Scarecrow Competition




The Made In Burton Green Arts and Crafts Exhibition was held over the weekend of 14th-15th July 2012.

An exhibition of arts and crafts was held in the village hall, and a scarecrow trail and competition was held along the Greenway.

There were 24 exhibits from Burton Green residents, plus 3 exhibitors who run classes, or hope to start in the Autumn in the Village Hall.

The weekend was part of the Warwickshire Open Studios biannual celebration of Visual and Creative Art. It is the first time Burton Green residents have taken part.

Just below are two short videos of the weekend's activities, and there are also two separate slide-shows showing scarecrows, and willow sculptures.

Willow Sculptures

A series of willow sculptures, made by residents, were exhibited along with the scarecrows.

Willow grown in Burton Green was used. The lead artist was Iris Bertz an experienced tutor of willow sculpture, who has taught in the UK, Germany, Norway and Brazil.

Residents took part over 2 days at Easter. The sculptures were stored and slowly dried for the event.

Residents' Association Minutes - June 2012

Minutes of Burton Green Residents’ Association Committee Meeting June 19th 2012

Present

Marlene Hills joined the meeting at 8.50p.m.

Rona welcomed everyone and thanked Judi for hosting the meeting.

Minutes of the last meeting and Matters Arising

The minutes of the last meeting of April 23rd 2012 were accepted.

1 Matters Arising

Defibrillator: Kathryn had discussed this with the Village Hall committee. After initial concerns, they had agreed to it being located at the Hall. Sarginsons solicitors had offered some sponsorship. It was likely to be the autumn before further progress was made but Mary Webb had a meeting planned and was monitoring the situation.
Action: Mary

Severn Trent: The water pressure problem had been solved after a faulty valve was identified in Red Lane. A named contact had been obtained in case of future problems.

Greenway: John Whitehouse had worked to secure a permanent barrier of substantial wire netting on the slope from the bridge in Cromwell Lane

Parish Clerk: The position had been advertised in the Bugle as well as through other channels and was now being managed by the acting clerk.

Treasurer: Marlene would be unable to continue in the role after August and so a replacement was being sought. It would be possible to co-opt onto the committee anyone wishing to take up this position and Rona would pursue this.
                            Action: Rona

Treasurer's report: The report issued in April was queried.  There had been some confusion over whether the event organised by Deirdre Vernon was a “for profit” event, as mentioned in the report but the committee agreed this was not a business venture and it had already been agreed any surplus monies would be used towards the Made in Burton Green event in 2014.

Police and Neighbourhood Watch: The coffee morning supported by the local police force on May 9th had been well attended and a follow up meeting had been held regarding security equipment. Some of the items discussed were to be made available at Town & Country Furniture in Kenilworth, a business owned by Burton Green residents Andy and Jenny Jones.

Pot holes: The pot holes in Cromwell Lane outside the Tacons’ house had been filled in and there was evidence of further repair to take place.

All other matters arising were covered by the agenda.


2. Report back on Burton Green Jubilee celebrations

Rona expressed thanks to all who were involved in the village celebration of the Queen’s Diamond Jubilee. Many sections of the village had worked well together. Surplus monies raised were to be divided between the Village Hall, the Residents’ Association and the Greenway Trust. Thanks were extended for free use of the Village Hall.

A grant of just under £3,000 had been obtained from “Art on the Doorstep” for a variety of activities. The mosaic which was being finalised had permission to be in place at the junction of Red/Hob/ Cromwell Lanes until the end of August. A decision would then be made about where it would be sited.


3. The Relationship between the new Parish Council and the Residents’ Association

In January, before the new Parish Council had been formed, it had not been felt a division of labour would be necessary between the two groups.  Rona felt the relationship would evolve but some members of the committee felt clarification of roles was needed.

It was planned to have a representative from the Parish Council at future meetings but this had not yet been finalised.
                                Action: Rona

It was agreed that all communication needed to be two-way. Indeed, Rona had given a report at the last Parish Council meeting outlining the highlights of the last year including the Residents’ Association purpose to help the village celebrate events; to raise petitions when necessary; to facilitate residents’ contributions and feedback via meetings and questionnaires etc. Rona felt the Residents’ Association would deal with matters such as concerns about potholes, bonfires, dog fouling and other issues.

It was agreed the Residents’ Association had more freedom than the Parish Council which had statutory obligations.

Communication was agreed to be vital. The Bugle, bulletins, public meetings and coffee mornings were essential ways to liaise with residents and the AGM was a powerful way to hold the Parish Council to account.

It was felt important to keep personnel involved in each body separate.

The Residents’ Association was keen to work with the Parish Council and the latter was open to working with all village groups for the good of residents. One main difference was that the Parish Council had a budget and greater power.

Rona suggested that she would issue the Chairman’s Report prior to the AGM and would include a paragraph outlining some of the different roles and responsibilities.

4. The Parish Plan

Following the meeting on June 13th, Kathryn had collated all the responses.

As yet there had been no offers to join a steering committee but Marcus and Kathryn Stewart, Mary Webb and Rona Taylor would become members.  Anyone else from the village was welcome to join. Rona would arrange to circulate this on the village email system.

It was decided that rather than create sub groups, it would be necessary to list objectives and perhaps co-opt people to take on an issue or themes that mattered to them.

It was important to get something produced as a starting point from which to work.
                                Action: Steering Group

Questionnaires etc would be devised at a later date. It was emphasised that this was not an initiative of the Residents’ Association but needed ownership by the village as a whole.


5. Planning Issues

At the Kenilworth Community Forum, Chris Elliott, Chief Executive of Warwickshire County Council, had delivered the Local Plan.  This designated Burton Green as a category 2 village with possibly 30-80 new houses. Decisions would be taken by the Parish Council but anyone could respond to the consultation until July 28th and residents were urged to do so.

It was agreed that there would be such diverse views within the village that the committee could not submit a response on behalf of the Residents’ Association.

Rona agreed to contact the Council to see if she could obtain enough copies of the summary Local Plan document to distribute to all houses in Burton Green.

6. Village Hall

Kathryn reported that it had been a turbulent year for the Village Hall committee primarily because of the uncertainty caused by the threat of HS2. Andy felt HS2 would have to make full and absolute restitution if the plans went ahead. Increased running costs (18% higher than the previous year) and the loss of some regular hirers meant that the funds would break even this year rather than creating a surplus.

Much refurbishment had taken place and numbers were good with 60-90 attendees per event.

The Village Hall committee was keen to attract new, younger users with fresh ideas.

The Residents’ Association committee would always help in whatever way it could.


7. HS2

Hopes had been raised that HS2 would be cancelled but this was not clear cut. Andy said there had been much news recently which had indicated the business case for HS2 was becoming even shakier.  The next cost benefit ratio would be less than one.

Campaigners against an additional Heathrow runway said when it was cancelled they feared the threat would return and it had.  Andy felt this would not be the case with HS2 for the next 10-20 years.

The treasury was becoming wary and the government had put off announcing the next stage of the route.

The next HS2 local forum meeting was to be held on Tuesday June 26th at St Francis Hall in Kenilworth. It was agreed that Burton Green should have separate representation at future fora and that this should be pressed for.

Also at Heart of England School in Balsall Common there was to be a public meeting on July 6th at 7p.m. where Jeremy Wright and Caroline Spelman would discuss the tunnel proposal.


8. Councillors’ Reports

Cllr. Whitehouse had said that in future he would be reporting to the Parish Council and the same would probably be true of the District Councillors.

There were no Parish Councillors present. Rona passed on a report from Cllr. Taylor that the Council was busy appointing a Parish Clerk and considering the Neighbourhood Plan.

A notice board for Red Lane was to be pursued.


9. Treasurer

Marlene had submitted a report (attached) which she presented.


10. Bugle

There were a number of items to be distributed during the forthcoming weekend.

Mary said it was time to collect the £3 subscriptions.  It was agreed that she would provide envelopes to distributors so that they could be left with a sticker explaining when they would be collected.  It was hoped this would help to avoid the problems of
a. residents not paying because they were out
b. collectors having to ask for the money, as some did not like doing this
c.  collectors having to return several times

£45 was still to be added to income from advertisers.


11. Choir grant application

An application had been made to the Residents’ Association for money to support the newly-formed Burton Green Village Choir.  However, Janet and Judi withdrew the application as they had been successful in gaining funds through the Kenilworth Forum and also had an application pending with Warwickshire Small Grants.
The committee congratulated them on their success and were pleased to hear of the choir’s establishment and progress.


12.  Any Other Business

Some residents had expressed concern about the speed of some cyclists on the Greenway.

The Greenway surface was to be dressed from Burton Green to Berkswell later in the year.  There was also to be discussion about signage regarding respect for all users.  Five informational signs had already been agreed.

The Greenway Trust was to be responsible for its management.  In September footpaths from the Greenway were to be considered and community walkers would be needed to help with this.

A book of Greenway Walks was suggested as a future project.

A meeting with the police on May 30th with the support of Cllr.Whitehouse resulted in the formation of a Burton Green sub group for Community Speedwatch.

Nick and Sue Hogue from Cromwell Lane had joined the forum in Kenilworth about cycling in the area.

At last a response had been received from Justine Greening as Jeremy Wright had again presented Burton Green’s letter to her.  (The reply is attached.)


A suggestion was made for an Open Gardens event again in 2013. Deirdre Vernon might also introduce a scarecrow trail.

Marlene mentioned the adverse camber in Red Lane which could cause some flooding.

Queen's Diamond Jubilee Celebrations

Burton Green Jubilee Mosaic



A series of 3 mosaics is being constructed under the guidance of local Resident Helen Clues.

These mosaics will ultimately be erected at a site in the village, outdoors.

Art on the Greenway



Art on the Greenway is an exhibition of various forms of art, by local artists.

This Crown was made for the Jubilee by local resident Elizabeth Thompson.



The exhibition has been organised principally by Marlene Hills, on behalf of The Friends of the Greenway.

Many of the exhibits are for sale, a percentage of proceeds going Friends of the Greenway and the Village Hall.

The Jubilee Beacon 


Our Official Jubilee Beacon was at Long Meadow Farm.

This is one of the highest points in Warwickshire with a clear view over the Avon Valley below.

Peter Stanworth climbs a ladder and dousts the Beacon with acclerant.

These people are looking to the left, away from the fire, because this is where the view is, across and up the Avon Valley. We should have been able to see several other beacons.

This is the best photo I could get (using a telephoto lens).

With the naked eye it was almost impossible to tell if any of these tiny dots were beacons. The rows of dots that form straight lines are road lighting, possibly the A46 between Kenilworth and Coventry.
